Teddy buttons on a teddy card.

These are plastic buttons. The same design comes in glass.
The glass versions of the teddies (Design Under Glass surface or DUGs) were imported into America (and presumably here) by Schwanda from the late 1940s-50s, and made in West Germany of high quality glass made in hot steel moulds (according to studies done by Doris Mohler and Doris Rockwell in articles shared in the National Bulletin in May 1992). Doris Mohler sketched many of the designs (the article didn’t say when) and the teddy was one of them.
You can see the stumpy short legs with no shaping of the paws, just round ends on the limbs.
Disney Variations
The round buttons are glass. I have them on an Embassy card dating c.1947-1952, see below.
