A New Puzzle

I spotted these buttons online, and recognised the design.

I have seen buttons sold on Coronet cards. The button below is clearly the same design.

However, the buttons on the unbranded card are thicker, and have a flat rather than a slightly convex back. Does the card above show an early example of buttons (made by whoever supplied Coronet), or has the design simply been copied? (Designs of products made in Australia were sometimes made under license, including for buttons, toys, etc.)
