PATENT C. ROWLEY
Searching for this button mark, I discovered that Charles Rowley (1808-1868), Birmingham button maker, patented the modern safety pin in 1849. Charles Rowley & Co Ltd were founded in 1830. They patented various improvements in button, pin and buckle manufacture from 1840-54. The firm still exists in Birmingham, but not as a button manufacturer.
